The CWP is a programme under the Department of Cooperative Governance Traditional Affairs (CoGTA) designed to address the triple challenges of poverty, unemployment, and inequality. This programme is meant to address strategic goals of government by combating poverty and unemployment. It is based on the recognition that policies to address unemployment and create decent work will take time to reach people living in marginalized areas with few opportunities. Participants are offered 8 regular workdays in a month and 100 days a year. The Green Development Foundation is implementing CWP in the Free State and in the Northwest province with 46 000 participants.
